Born in Ngawi (Dutch East Indies), Arnold Bernard Neujean was a Dutch painter, draftsman, and watercolourist. He received formal training in Paris at the prestigious Académie André Lhote and the Académie de la Grande Chaumière during the mid-1920s. Later based in The Hague, Neujean was an active member of prominent Dutch art circles, including Pulchri Studio, the Haagsche Kunstkring, and the Haagse Aquarellistenkring (The Hague Watercolour Society).

Neujean is well known for his atmospheric cityscapes, village views, landscapes, and still lifes. His work spans scenes across the Netherlands (such as The Hague, Middelburg, and Zeist) as well as international subjects from France and the Belgian Ardennes. His style blends delicate ink linework with subtle, earthy watercolour tones, creating poetic and timeless compositions.
